Racing idle on start up from cold.

Hope you can help me figure out why my 1999 hijet 13cc romahome idle races away really loud on start up, smokeing for around 10 minutes. Temp gauge heading up just below high. I turn it off, then fire up again and then runs sweet with no smoke . I don’t have a clue what to do but willing to learn as much as I can. Do you think I can cure this, or is it a seriouse problem. Many thanks.
