hijet relays - location & removl

Hi, I've been a forum member for quite a while now but this is my first post and, typically, I need some help!
My 1998 1300 efi minibus has developed a fault with the wipers and also with the headlights which I believe is due to faulty relays.
Problem is, I think I have located the 'suspect' relays - two on the fuse board under the dash and one behind the steering column - but I can't see how to access then to remove and replace them without dismantling and removing the dash and steering column! Can anyone help?
