Piaggio Porter won't go over 25-30mph

Hi all
For some reason my Piaggio Porter has stopped doing anything over 25-30mph! I am not technically-minded at all so will take it to a garage, was just wondering if anybody had experienced this problem and may have some idea of what may be causing it (and roughly how much I could expect this to cost!)
It's a Diesel, 2002, 1371 engine

Welcome, thought 30 was normal top speed for a diesel

Sure I read somewhere it may be related to a speedo instrument problem or is that only with the petrol versions?

I thought 30 was top speed for the electric 
I've managed to get 60 out of it on the M4 before
