Does a head gasket set include oil seals?

Does a head gasket set include oil seals? I made the stupid mistake of overfilling with oil and driving up the road. Pretty sure by the puff of smoke that I have done the seals. I intend to do the timing belt set at the same time as the van is a tidy camper and I get stressed not knowing reliability on long drives. Usually a head set comes with every oil seal and gasket in the head. You can get short kits but I've not seen one for years. Usually have manifolds, downpipe, throttle body, head and rocker gaskets. All the rings for the rocker cover spark plug bit. Dizzy and other ancillary oil seals. And a stem of valve set oil seals.

I'd be very surprised if over filling with oil would cause the valve stem oil seals to fail though - well unless you put like 10 litres in or something. More likely they were already crusty from having a long life or getting too hot.

This is no scientific method, but i've always believed that if you get smoke on first start up that's usually valve stem oil seals, and if it smokes every time you rev it then its probably rings.
