Fast Idle Speed Empty Fast Idle Speed

My 2001 Hijet has a really fast tick-over, especially when cold. Is there any adjustment?

It should do that normally and reduce as it gets warmer.

I thought that was the case but this just seems a bit too high for comfort.

It should be 850 +- 50 RPM at first switch on (Acording to the label on my passenger door).

Still too fast, even when hot.

What's it like once warm, is there any adjustment on the throttle cable?

There's a wee pipe that if blocked doesn't let warm coolant through to switch off the over fuelling hence higher revs.

If the wee pipe is blocked then it could be gall stones?

It's not the throttle cable. That was the first thing I checked. It does slow down to some extent as it warms up. It seems to do everything it should but at twice the engine speed.
